Villeroy and Boch Switch 3 Kettle?

Yes, it certainly should whistle. take it back and exchange it for another, they will almost certainly leave you. Switch 3 has many problems in this range, such as the teapot. If you are happy with it and it works well but not hissing, then by all means leave it and it can start to whistle after having used a couple of times that this is new. Hope this helps!
